The area is not required for new terminus for the Peak Tramway. defence purposes and although the Colonial Government has no immediate use for the land with the exception of the small portion referred to, it has long desired to acquire the area which adjoins the offices of the Colonial Secretariat and Public Works Department, and which must in time be useful to the Government which owns little land in the vicinity.

I therefore approached the local Military Autho- rities on the subject of the transfer of the land, but agreement could not be reached as to the valuation of the land. Government valuation was $1 and that of the Military Authorities $2.50 per square foot premium. The crown rent of $500 per acre was agreed upon. Accordingly I employed an independent valuer Mr. A. Shelton Hooper, Secretary to the Hongkong Land Invest- ment Company, who acts as valuer to the Government when it requires an independent valuation. He valued the land at $2.25
